Japan has revealed an ambitious plan that could reshape the future of sustainable living: Ocean Spiral, a futuristic underwater city powered by ocean energy. Shimizu Corporation, one of Japan’s leading engineering firms, developed this concept to combine deep-sea architecture with renewable technology.
A City Beneath the Sea
Ocean Spiral Japan consists of three interconnected components, each serving a vital function:
1. The Blue Garden
This floating sphere, measuring around 500 meters in diameter, will sit just beneath the ocean’s surface. It’s envisioned as the heart of the underwater city — housing residential areas, commercial zones, and scientific research centers.
2. The Infra Spiral
Extending 15 kilometers downward, this spiral-shaped structure connects the Blue Garden to the seabed. It will act as a transport corridor and infrastructure hub, supporting both people and resources as they travel between the surface and ocean floor.
3. The Earth Factory
Anchored to the ocean floor, this deep-sea facility will explore marine resources, conduct carbon recycling, and produce clean fuel. It represents Japan’s commitment to tapping into the ocean’s full potential in a sustainable way.

Powered by Ocean Thermal Energy
At the core of Ocean Spiral is Ocean Thermal Energy Conversion (OTEC) — a clean energy system that uses the temperature difference between warm surface water and cold deep-sea water to generate electricity. Unlike solar or wind, OTEC provides a constant and weather-independent energy supply, making it ideal for ocean-based cities.
Besides powering the city, Ocean Spiral is also designed to desalinate seawater, support aquaculture, and serve as a base for deep-sea exploration and innovation.
Though currently a conceptual design, Shimizu Corporation estimates that the necessary technologies for Ocean Spiral could be developed within the next 15 years. While no construction has begun, the project showcases Japan’s forward-thinking approach to sustainable living and environmental resilience.
