In a historic move, the United Arab Emirates (UAE) has become the first country worldwide to provide free access to ChatGPT Plus—the premium version of OpenAI’s renowned AI chatbot—to every resident.
This bold initiative forms a key part of a strategic alliance between OpenAI and the UAE government. As part of the agreement, the UAE will also build a major AI infrastructure project in Abu Dhabi, known as Stargate UAE. This project will house a powerful one-gigawatt AI supercomputing cluster, with 200 megawatts expected to go live by next year.
OpenAI launched this effort through its “OpenAI for Countries” programme. The initiative helps nations build custom AI systems that reflect local languages, governance, and cultural needs. It also promotes data privacy, responsible AI use, and alignment with national policies.

OpenAI CEO Sam Altman called the UAE’s efforts a “bold vision.” He said the goal is to drive AI-powered innovation in healthcare, education, and clean energy.
The partnership includes major tech players like Oracle, Nvidia, Cisco, SoftBank, Microsoft, and G42, a UAE-based AI firm backed by Microsoft. Together, they aim to position the UAE as a global AI leader.
A key highlight of this initiative is the nationwide rollout of ChatGPT Plus for free. Millions of UAE residents will now access advanced AI tools for writing, learning, coding, and productivity.
The UAE has also committed to matching its domestic AI investments with equivalent funding in the United States. According to Axios, this combined investment may reach $20 billion.
Looking ahead, OpenAI’s Chief Strategy Officer Jason Kwon plans to visit countries in the Asia-Pacific region. He will explore similar partnerships. OpenAI sees the UAE as the first step in its mission to help nations build AI infrastructure and localized capabilities.
