First Major Revision in Five Years Comes Into Effect
Cargo handling costs have increased dramatically nationwide by the Pakistan Airports Authority (PAA), with some charges rising by as much as 100%. This upgrade, which is the first significant one in five years, attempts to account for the growing operating expenses related to airport administration.
An official statement issued on Wednesday stated that the new price structure went into effect on July 1, 2025. The modification was accepted by the PAA’s executive committee as part of an effort to update antiquated tariffs and bring them into line with the state of the economy.
Key Increases in Cargo Tariffs
Under the revised structure, multiple categories saw substantial hikes:
Pet birds’ transport fees rose by 50%, increasing from Rs200 to Rs300 per kilogram.
The cost of exporting one kilogram of betel leaves increased, from Rs35 to Rs70.
The general cargo charge went from Rs100 to Rs125 per kilogram, a 25% increase.
The changes also apply to other pets that are classified as general cargo, such as dogs and cats. All airports managed by the Pakistan Airports Authority will be subject to these modifications in the same way.
Why the Sudden Increase?
PAA officials clarified that despite high inflation and a continuous increase in airport operating expenses, tariffs had not increased in over five years. These include higher salaries, upkeep, infrastructure development, and security improvements.

According to a senior PAA official, the authority was forced to change the rates since the prior price freeze was starting to affect service delivery and financial viability. The increase guarantees that airport operations can proceed effectively while preserving the caliber of services.
About the Pakistan Airports Authority
The Pakistan Airports Authority, formed in August 2024 under Section 3 of the Pakistan Airports Authority Act, functions as an autonomous entity. It is responsible for overseeing the development, regulation, and management of all airport and air transport services throughout Pakistan.
Industry Impact and Reactions
The new tariff structure has some businesses and logistics operators worried, especially those in export-heavy industries. Many are concerned that the higher costs could affect corporate profits and supply networks. The PAA maintains, however, that the changes were unavoidable and accurately represent the state of the market.
The authority reassures interested parties that the revised fees are essential to preserving top-notch airport infrastructure and services nationwide.
