Punjab Government Introduces Green Development Initiative for Cleaner Urban Future
Eco-Friendly Vision for Lahore Unveiled
LAHORE – The Punjab government has launched a bold plan to transform Lahore into the country’s first “Lahore Dust-Free City” by enforcing strict construction guidelines and promoting sustainable urban development. The move aims to significantly reduce air pollution and enhance the city’s environmental health.
Lahore Dust-Free City Meeting at LDA Headquarters
Housing and Urban Development Secretary Noorul Amin Mengal announced the initiative while chairing a meeting at the Lahore Development Authority (LDA) headquarters on Wednesday. Key officials, including the Special Secretary Housing, Additional Secretary Technical, LDA’s Chief Engineer, and senior planners, attended the session.
Comprehensive Dust-Control Strategy
During the briefing, LDA Director General Tahir Farooq presented details of ongoing and upcoming projects. He introduced a dust-control strategy that mandates all construction and development projects within LDA jurisdiction to comply with strict standard operating procedures (SOPs) aimed at reducing dust emissions from building activities.
Legislation for Aesthetic and Environmental Standards
In parallel with these efforts, the Punjab government is drafting legislation to standardize the exterior designs of commercial buildings. This step will promote aesthetic consistency and integrate environmental sustainability into urban planning frameworks.

Prioritizing Environmental Protection in Development
Secretary Mengal emphasized that all future infrastructure projects will prioritize environmental protection. He urged the adoption of uniform construction standards across departments to improve sustainability and curb disorganized growth. “Unregulated construction not only affects Lahore’s visual charm but also harms the environment,” he noted. “Eco-conscious planning is essential for preserving our heritage and creating a livable city.”
Record Revenue and Digital Transformation
DG Farooq highlighted LDA’s achievements, including a historic revenue generation of Rs25 billion—its highest ever. He also talked about advances made in some major digital reforms to a fully digital approval system for building plans and property documents. These upgrades improved transparency, accountability, and efficiency in service delivery.
Action Against Illegal Land Encroachments
As part of its urban reform agenda, the LDA has retrieved 990 kanals of illegally occupied land, valued in billions. This land will now support structured and sustainable urban development in Lahore.
Monitoring and Project Oversight
To ensure compliance with the dust-control measures, LDA has established a dedicated digital monitoring unit that will supervise construction activities in real time. This will help enforce the new standards effectively.
Progress on Yellow Line BRT Project
The meeting also reviewed updates on the Yellow Line Bus Rapid Transit (BRT) project. Representatives from Nespak shared the latest developments, reflecting the government’s broader focus on sustainable and efficient public transport systems.
A Model for Sustainable Urban Development
The Punjab government’s initiative not only seeks to make Lahore cleaner and greener but also serves as a benchmark for environmentally responsible urban planning in Pakistan.
